Inverness Town Council were prepared to assist householders whose income was less than £250 per year in their endeavours to provide private shelters which could be used by groups of tenants in close proximity to each other.

Where at all possible householders were advised to make an effort to convert one of their living-rooms into an air raid shelter, protecting their windows, and, incidentally themselves, from splinters!
